A PMC is a third-party expert service that acts as a specialized management partner, often representing the client/owner, to guide a construction project from its initial concept through to final handover. They bring specialized expertise to ensure the project meets the owner's vision, stays on schedule, remains within budget, and meets quality standards.

Key Roles and Responsibilities of a PMC

The PMC focuses on the management, strategy, and oversight of the project, distinguishing them from the Contractor, who handles the physical construction work.

1.      Strategic Oversight and Planning

a.      Client Representative: Acts as the owner's trusted advisor and representative.

b.      Planning & Design: Assists in defining the scope, objectives, feasibility studies, and reviews design documents to ensure constructability and alignment with requirements.

c.      Contractor Selection: Manages the tendering and procurement process, evaluating bids and helping the client select the best contractor(s).

2.      Cost and Schedule Control

a.      Cost Management: Develops detailed budgets and cost estimates, tracks expenditures, and implements cost-saving measures to prevent overruns.

b.      Schedule Management: Creates realistic timelines and milestones and continuously monitors progress to prevent delays.

3.      Quality, Risk, and Interface Management

a.      Quality Control: Sets quality benchmarks and performs regular audits and site inspections to ensure the work meets all regulatory standards and specifications.

b.      Risk Management: Proactively identifies, assesses, and mitigates potential risks (e.g., supply chain issues, regulatory hurdles, design conflicts).

c.      Interface Coordination: Manages the complex coordination and communication between the owner, the designer, various contractors, and vendors.
